If you have failed in one subject in 2nd PUC, most regular degree colleges usually ask you to first clear the backlog before confirming admission.

However, you may still have some options like:

provisional/conditional admission in some private colleges,
open universities, or
distance education programs.

Once you clear the supplementary exam/backlog, your admission can usually be finalized.
