I was unable to apply for NATA exam because my marks in maths weren't qualified as they changed the criteria.

From my unerstanding, TOC at NIOS is for students who have failed in atleast one subject and would like to transfer cresits of other subjects (maxmum two) which are included in NIOS scheme of studies. You might have got that message becuse you have qualified in all subjects including Mathematics.  However I would say that the information provided in their website ins slightly ambiguous. I would suggest that you reach out to NIOS with your issue through email and/ customer centre as soon as possible and ask them for resolution. Also please email to NATA about this issue you are facing to avoid hassles at later point of time.
