I was unable to attain 12th board exam. So I want to know the admission procedure for ex-regular student for 12th science CHSE board.

Dear, you have to take readmission in any school or the same school on the same board and give all the exam and attend all the classes and give 12th exam at the end. Just similar to previous year procedure and your last year count as a drop year or just visit the official site of CHSE for more information.
