I was unable to study for AIIMS 2019 due to some health issues and therefore I've not started my studies yet. Should I drop another year?

I think you should give your best this year. I understand that your have losted some time. But think this time that every thing is fine. How you can say next year will be going smoothly. So give your best. If you want to drop must check you score of this year. As time is very important you must need to think after the mbbs also means you may go towards md ms in future. So do whatever your mind say and give your best. Best of luck.
