Hello Basit,
Yes sure you can apply for IIT JAM. As per official eligibility criteria, You have to submit you graduation degree with other minimum percentage critera before September 30, 2019 . So, you have enough time to obtain your degree.
You can apply IIT JAM form through Joint Admission Test for M.Sc. 2019 this link.
