Iam an OEC student, is it necessary to submit income certificate?

No.
It is clearly mention in the brochure of KEAM that candidates except SC/ST/OEC category should submit income certificate also along with the printout of application for availing income based fee concession/ scholarship.

Iam submitted income certificate.but it is two years old.i read that income certificate must be between 6 month.what will i do.i already submitted my income value in the application.

I'm not sure to for what you are asking
But if you want to avail a scholarship on the basis of income in any college, you will have to submit the income proof.
