From your question it is a bit difficult to understand which counselling you are asking about,so please clarify that in detail.

But for getting admission in law colleges using HSLC marks you need to score at least 40% to be eligible in applying for the admission process.

In case you want to give Assam PAT you eligibility is passing H.S.L.C or any equivalent exam in a single sitting with a minimum 40% aggregate marks in Maths and Science. For SC and ST candidates the minimul percentage required are 35% and 33% respectively.

In brief if you have the pass certificate of HSLC exam you are eligible to enter an admission process but then the admission will be given based on merit.
