iam pass out class 12 in wb(Siliguri), but I have 'pwd certificate' of Bihar. Is there any problem in time of admission in iit's and nits. And I don't have domilcile certificate because my parents are in Bihar. so please give valuable advice.

The disability certificate once issued is valid all across the country. You do not need to worry about this. If the permanent address on your application is mentioned to be in Bihar then there is absolutely no issues.

However you need to have a domicile certificate  that can be easily made by providing following proofs

• Proof of residences such as ration card or driving license
• Age proof such as birth certificate, school certificate (10th admit card).
• Two passport size photographs
• Proof of identity such as an Aadhaar card (https://cleartax.in/s/aadhaar-card) , PAN card (https://cleartax.in/s/pan-card) , etc.
• Self-declaration form.
• Duly filled the application form.
• Photocopies of all documents duly attested by a government official.
• An affidavit from tahsil or court.
