if a college has cutoff of 71 percentile in cap round 1 and I have 72 percentile, then in cap round 2 only 2 seats are vaccant so can I get that college?

Yes. You can get the college with your 72 percentile in cap round 2 why because there is two seats are available for to fill the vacant position.
After completion of round 1. They will complete the counselling and seat allotment process. They will send the allotment letters to all eligible candidates through email in round 1 only, if the candidates who don’t want that particular college or university they will reject the seat and move to cap round 2 counselling.
In this process college have some vacant seats then only they will fill this seats through cap round 2 or management seats. In this cap round 2 with your 72 percentile you will get the seat definitely.
