if a person gets 50% in 12th grade, then can that person go abroad for higher studies?

see getting low score will not be an obstacle to get admission in foreign university. however it may be difficult to secure seat in tier 1 or popular institute. there is different examinations students may appear as per university or institute admission requirement. SAT, ACT, GRE, TOEFL, and IELTS are some of the important standardized exams  which students can give for going to study in  abroad. however you must select the course first, then get a list of colleges, check their admission requirement and apply as well.
