You can definitely apply for the EWS certificate.
Since you have an income of 20,000 per month, it makes up to a total of 2,40,000 per annum.
According to the eligibility criteria, the total family income must not be greater than INR 8 lakh in the preceding financial year. Total income includes salary, income from business, profession, agriculture and all other similar sources.
Though some states have additional criterion as well.
