Candidates who have taken their final exam of graduation final year, however, are waiting for their results, can apply for UPSC Civil Services, but such candidates have to provide the proof of passing the examination during the Detailed Application Form (DAF) filling for the Mains examination. Failing to produce the proof of passing the said examination will result in the cancellation of the candidature.
So, in any case, if you are able to produce the proof of your result of graduation final year (that you have passed) at the time of filling the Detailed Application Form (DAF) for the Mains examination, you are eligible to apply for the UPSC Civil Services Examination.
