If a seat was allotted to me in special round and i was not willing to accept that seat so that can i get my fee(processing fee) refund?

yes you will get fees refund back as there ia particular timelimit that till which daet you will get your refund back. and there is a procedure for which you need to contact the university. all the best have a great future ahead.
