if a student of HS 1st year passes in all the subjects in ahsec but fails in only 1 practical examination will they be considered failed in all?

No, you won't be considered a failure for all the subjects. You will be eligible to appear in the supplementary examination. Generally, the supplementary exam dates are released after the final results are announced. 1st year examination are generally conducted by the respective schools, therefore, contact your school authorities to know the details.
