Yes, surely.The candidate who has secured rank less than 10,000 he is eligible for fee reimbursment irrespective of his category or state.But you must qualify the entrance exam of that state.You must carry the following documents at the time of filling your reimbursment application

• 10th memo
• Intermediate 10+2 memo
• Transfer certificate
• Study certificate of consecutive 7 years of study
• income certificate
• Caste certificate if SC/ST/BC
• Ration card
• Adhaar card
• Bank passbook front page
• Allotment order
• Passport size photo
