In order to have your job secured you ought to grab MBA in HR from some reputed and government approved or UGC approved college.
For becoming lecturer only MBA degree is not suffice one must have UGC NET cleared or PhD degree.
For any other government jobs in HR you have to take UGC NET exams or you can apply in various sectors or companies like SAIL, BHEL etc which time and again post job vacancies.
Talking about jobs in abroad, especially you can apply for IELTS for Canada and Germany O would not suggest US because they hire IT professionals mostly moreover visa issue is huge. I believe you are aware of this. In Canada and Germany also you need to have work experience so I would suggest you to look for opportunity outside India unless you have work experience of minimum 2.5 years in your respective field.
