if cut off decreases, will closing ranks be increased?? regarding different cut offs for ST category all the year and closing ranks!

It depends on results ...can not say accurate because if there are 5% students getting above 700+ , 10% getting 600+ , 20% above 500+ , 40% above 400+ so depends on first mark ... students getting 300-400 will be much higher so ranking may increase from my point ...

There is no yardstick, that if cut off decreases, then the closing rank will be increased. Though your profile says you are an engineering aspirant, considering you are talking about the JEE Mains exam, It could be a 50-50 chance.
Cut off depends on the level of difficulty and number of candidates, whereas the Closing rank depends on the number of seats majorly.
