if I am getting better college allotment in 1st phase than 2nd phase am I proceed with 1st phase college allotment

Hi Aspirant,
Generally counselling process is as follow:
First, you have to apply for the first counselling, if you get a good college and you want to join in that college report to the college with necessary documents and fee.
If you dont want that college, apply for second counselling if you get good college then join it. If you don't get a good college then apply for third counselling.
If you dont report to the college in the second counselling and dont appear for third counselling then you will loose seat in both the colleges.
So, to answer your question you cant join the college which you got in first counselling, if you get allcated to other college in the second counselling.
