Dear student,
I guess your query is related to jee mains. Then if you are an obc in state list but not in Central list then you will not be considered an obc candidate for examinations that are conducted by the centre. If you apply for any examination that is conducted by the state then you will be considered as an obc candidate. For proving that you belong to obc in state for examinations conducted by state you need to get an obc certificate issued by the state authorities.
