If i am not able to attend all india quota counseling will i be alowed to attend state counselling?

Yes. You are eligible for state even after AIQ.
Even if you get seat through AIQ, but you are not satisfied with the college and want to go for state, you are free to do so.
But,
If you get a seat from the AIQ and choose to let go of it and try for state quota, you'll loose your 10,000 RS (for government) or 2 lacs(for deemed college). They won't be refunded to you. So choose the college which you really want to attend.
