I think you were writing CSE instead of CSC. Yes there is definitely CSE in governmental sectors. Many of PSU sometime recruit CSE engineers helping to automize machines, even indian railway need to maintain software, in defense too. So, there is many sector recruiting CSE engineers but the number of opportunity is less.
