if i dont get satisfied with the available college and dont join it..den i will be able to attend state counselling or not

Yes,of course as after the ist round of counseling there is a free exit,but you've to report to the college which is alloted to you and let the authority know about your decision...and that's it...after that simultaneously you can register for the state  where you've done your MBBS...
