if i fail in 11th std then can i change college for repeat 11th?or can i give 12th externally (open)?

You have to repeat the 11th class as changing schools takes a lot of time and finding a good school very difficult, every school have Different policies and may or may not give you admission.
It will be better if you have study hard this year as 11th class is not very hard, you just need to focus on studies little more.
