Yes it is mandatory that if you applying for IPU CET,you must have to get sufficient marks in JEE MAINS also.As per the IPU CET eligibility criteria,candidate must have valid score in JEE Mains paper 1 conducted by NTA.

Yes, you have to give JEE even if you appear in IPU CET. IPU CET is conducted by Guru Gobind Singh Indraprastha University for admissions in various UG and PG programs including engineering.
But this year, no entrance examination will be conducted and the admission will be given on the basis of JEE main scores.
