if I get 100 percentile in jee advanced. From which college to offer will come ?

Admission to Engineering in IITs across India is based on merit in JEE Advanced. You need to participate in the counselling to get a seat after scoring such score. You will be allotted a rank based on your marks scored in JEE Advanced. You will get seat in any IIT with such score but it is definitely not easy to score such marks nor impossible. It requires a lot of determination, hardwork and knowledge to score such marks.

College don't offer,you need to apply for the councelling process and attend it.
With 100 percentile you can get any college,you are interested in(only IITs and the colleges accepting JEE advanced score).
