If I get a good rank in the CLAT 2019 , are there any possibilities that i can get into the top colleges on a scholarship basis?

There is no system of scholarship for Top performers in CLAT. However, scholarships are provided by some state governments to the economically backward students. Every state has different rules and regulations for this type of scholarship and you need to consult with your state government for the same.
Some colleges also provide scholarships to the students who perform exceptionally well in the LLB course.
