Hello ..
No not at all. In councelling their are some rule which we have to know that if a seat is allotted to any student in 1st round councelling then the student have 3 things to do with it.
1.He/she freeze or lock the seat means their is no upgradation in college .
2.he/she can float the seat means if they get better college then the allotted college then seat get upgraded otherwise not.
3.he/she cannot lock the given seat in this seat get allotted to another student.
