If i got 140 marks in neet2019 in ST catgory approx 50-60 percentile then can i hope to get admission in govt or prvte medical college?

It is impossible to get government colleges at these marks even in your category. But you can try for private colleges. Since you have not mentioned your state i will not be able to tell you the list of colleges.
But you can help your self by going through the colleges and their last year cut offs in the link given below :
