If I got 38591 rank in keam,then i would get addmission in any government college?

4) computer science engineering :

5) electronics and communication ( in all the above mentioned colleges provided you are SC/ST)

This indicates that if you belong to the general category or even OBC you do not have a chance of getting admission into a Government college.
