If I got 54 marks in JEE mains. I am from SC category from Chandigarh and haryana Kota which best college I can get?

Since you are expecting the score of 54 marks in the JEE mains entrance exam then based upon your own respective category you have the better chances to take the government engineering Colleges which will vary depending upon the variation of cuttoff .
