You are not eligible to sit for Joint Seat Allocation Authority (JoSSA) counseling as you haven't qualified for JEE Main but still you can sit for counseling done by Central Seat Allocation Board (CSAB) but you need to have more than 45% in boards it you belong to General/OBC category or you need to have more 40% in boards if you belong to SC/ST Category .

Hope you are doing well.
According to you, you have not qualified in JEE Mains exam, It mean that you could not clear the cutoff or the minimum marks requirement for JEE Advanced. It just means that you cannot give JEE Advanced exam . Your JEE Mains score and rank are still there in your hand. You can still apply for counselling whether it is National level counselling (JOSAA counselling) or particular state level counselling. The difference will be just that you have very less chances of getting colleges through JOSAA counselling as the cutoff is not cleared. You still have state level counselling and you can get best college according to your rank through that counselling.
