if i have not registred in first rpund of state councelling can i registre for second round freshly and apply for choice filling?

Since you have not mentioned the name of state for which you want to clear your doubts about NEET Counselling so it's quite difficult to guide you with an accurate information. But if we consider your profile then it shows that you belongs to Maharashtra so your query might be related to that if not then please mention the correct one.
So DMER, Mumbai has not started the registrations for Round 2 NEET counselling yet and yes if you have not appeared for Round 1 counselling then also you are eligible for counselling of Round 2, you can directly register yourselves for Round 2.
