If i have phe as my 6th subject and if i get failed in accountancy in class 12th boards. Will phe help me in passing my accountancy subject?

Your phe subject will not help you to get passed in accountancy subject but benefit of 6th subject is that you will be overall passed,in your result you will be passed.

Ma'am I have not passed in accounts but overall it's has been shown passed after adding additional subject can I get admission in college
