If I'm allotted a seat in both MCC and state counselling (for eg. JCECEB) and chose any one of them... Will my security deposit be forfeited from the other counselling board?

Yes, it is possible to be allotted seats in both MCC and a state counselling authority (such as JCECEB) because they conduct independent counselling processes .
If you choose to join one seat and do not join the other, the security deposit is governed separately by each counselling authority's rules .
- MCC: If you are allotted a seat in Round 2 or later and do not report/join, your MCC security deposit will be forfeited . Round 1 is the only round with a free exit.
- JCECEB (and similarly many state counselling authorities): If you are allotted a seat and fail to join or withdraw after the stage where forfeiture applies, the state counselling authority may also forfeit its own security deposit according to its rules
