If you qualify the CSIR NEt exam with cutoff required for Junior Research fellowship (JRF) ,you will be given the sclorship after joining phd and If you qualify the csir net with score required for lectureship you will be qualified for lectureship and then you can appear when the notification out professor in universities this is the way to become a professor in university .
