If in josaa seat is upgraded from iit to iit do I have to dual report?

Yes, brother you have to!

In our days, when an IIT upgradation takes place, you have to go to re-physical verification.

This is case, only happens with IIT not for NIT/IIIT/GFTI

Also, dual reporting takes place also when your seat upgrades from NIT to IIT
