If I've gotten a college of 4th preference in CAP 1 and I apply for CAP 2, then I'll have to add the 3 colleges above my alloted college in the list along with my alloted college? Or just the 3 colleges without adding my alloted college?

Hello vani,
You haven't got first three colleges from your preference list becuase there cut off criteria is higher than your percentages or rank, so of you add only firs 3 colleges then there will be chance of no ceat allotement.
I'll suggest you to add some colleges above 4 th one so you could get one of them.
