You didnt mentioned the name of the college which you are talking about. Now if you are talking about a junior college then I would say that there can be boundations to meet your family. Also there can be restrictions to phone which is entirely dependent on the disciplinary rules of the boarding of the college. Now if you are talking about UG college or Degree college then there will be no such phone related restrictions.
