if some one didnot qualify for jee mains ( january or april) than he can not apply for jee mains.
and rank is given only when he /she qualify in jee mains.
and it doesnot matter what is your rank. If you qualify and secure a rank you can apply.
Securing seat in college is based on the exact ranking and other students ( who filled the choices).
