if someone fails in 12th class 2019 and passed in 2020 by open board are eligable for jee 2020.? (only for mains or advanced also)

Yes, he/she will be eligible for the exam that is both jee main and jee advance until and unless the open board is a recognised board or affiliated under some board. The main issue with open school is their affiliation and recognition. One must get sure about it and only then move forward.
