If someone has given jee mains in 2017&2018 can he give only in January ie., one time or both times for 2019?

Since for counselling your best of the marks in JEE MAINS exam will be considered. So if you appear in both the exam so that you will have 2 result to compare for best.
So yes you can appear in both the exam and you should focus on 2nd exam.
