if somewhen has not qualified jee mains suppose got only 65 marks so can he participate in jossa college counselling????

No.... You have to atleast qualify JEE MAINS to participate is JOSAA counselling

You have less chances in JOSSA counselling based on your marks.
You can get good private college in other states like: Haryana, UP, West Bengal, Punjab, Rajasthan, Maharashtra. Most of the states have reservation for other state students in private colleges based on JEE Main score/rank. You need to apply separately for them.
