If the candidate has not filled the counseling form before the announcement of revised cut off list. Can he /she apply nd fill the form 2019

As per your requirement, i would say that there are fixed dates given specefically to fill up the form for participating in counseling process whete you have choose your preffered state and collegr.

If the revised cut off list already gets published, you may not anymore able to fill up the form as if dates are over once you can't take part in its counseling. You need to apply for counseling only once and not in every rounds. You can have one more chance to participate in counseling before the mop up round which is to fill up vacancy of previous rounds.

Getting a seat in government medical college is depending on many factors like studenrs to seat ratio, cut off, reservation etc.
