You can register for second round directly. Provided you haven't registered for first round before. Candidates who didn't get chance to register in first round can register for second round when fresh choices are to be selected after first round.

You have a chance to directly applying in second round Counselling..
If you are not apply in first round counselling, than according to the new guidlines by MCC..
Student can directly registered in 2 round counselling for getting admission in medical college..

Also if you have not alloted any seat in first round then also you can participate in the second round of counselling.

If you haven't registered for first round NEET counselling and now you want to register for second counselling directly then you are free to make new registration in the second round, there is no such restriction, that those who have not registered for first round counselling, can not register for second round counselling directly, you can definitely do that.
