if we do not report at the allotted institute after 7th round of josaa and withdrawn seat after participating in csab can money be refunded?

I've seen many of my friends participating in the Spot Round. The fact is whether you withdraw your seat from JoSAA or not, once you have been allotted a seat through CSAB, you further cannot withdraw and hence, once paid your money shall not be refunded.

You will have two choices. → Either accept the seat you are getting in special round 1 or decline the seat and go with the seat you got in round 7th.
All the fees are adjustable in your institute fees or is refundable and none of your money would be lost until this round.
If you opt to sit for further rounds i.e. special round 2 you have to leave your seat of the 7th round and your money will not be refunded too and in case you don’t accept your seat allocated to you in special round 2 your money won’t be refunded back.
If a seat is allotted, the candidate can Surrender the allotted seat by choosing the option “Surrender and NOT Participating in Next Round”. In such case, the Participation Fee (and Seat Acceptance Fee, if paid) will be refunded after deducting Rs 5000.
If no seat is allotted and the candidate wants to EXIT from the counselling, he/she can RESTRICT all his/her choices, so that (s)he cannot be allotted a seat in next round. In such case, the Participation Fee (and Seat Acceptance Fee, if paid) will be refunded after deducting Rs 1500.

No, your fees will not be refunded if you have accepted the seat and did not withdraw before the last round.
It was clearly mentioned in the counselling notification that you need to withdraw admission before the last round results are declared to be eligible for fee refund.
