If we get 40 out of 70 can i pass in that subject and i can get 30 out of 30 in practical then i should appear for neet exam?

Yes you can appear for NEET
But don't be so sure that you'll get 30 out of 30 in practical's
As you never know what your teachers will mark
And try to gain marks in subjects like English etc
