IIT-JEE is a course which is done after 12th. It's a 4-year engineering degree, while IAS is not a course but a recruitment exam, the exam name is UPSC Civil Services Exam. So, first you have to decide whether you want to pursue engineering after 12th or you want to work as an IAS Officer after graduation. If you wish to become an IAS Officer, then complete your graduation and then start preparing for UPSC Civil Services Exam. But if you are in your 12th or have just passed 12th with maths, then start preparing for JEE Main and JEE Advanced exams.
First of all you need to understand here , what you want it do because both the domain are different. If you wish to pursue the engineering with a top Government Institution then you have to crack the prestigious IIT-JEE entrance exam and based upon your marks / rank you can be Abel to enter in any of the IIT Institute or if you wish to enter into the Public Sector Job then you can opt the BSc option as a eligibility criteria for the Graduation and with that side by side you can go with the preparation for your IAS entrance exam as well try to analyse the previous year trend as well such that you can even able to crack the prestigious IAS entrance exam with the good score. So it totally depends upon you in which track you wish to go , otherwise you can do the IAS after that completion of your degree from your IIT as well, if your preparation is well enough to crack the IAS entrance exam.
