See, for Appearing for GRE, you should either be graduate or you should be in the Final Year of Graduation.
Since you are in second year only now, you cannot appear for GRE.

Yes,you definitely can give GRE before graduation.You should give it in your 3rd or 4th year.The score of GRE will be valid for 5 years hence,be sure that you'll be applying for ms in US,in the coming 5 years after giving exam.Hope this helps.
