In 1 cutt-off I have applied for B.com(H) but they rejected me because I hav'nt taken maths in class 12 but in second cut-off I have applied for B.com where maths is not compulsory but they rejected me , therefore I am suitable for both cut-offs. why they rejected me ?????????????

In the first scenario you were obviously rejected as it was mandatory to have maths for commerce and economics hons course. In the second case according to what you have said I can't make out why they rejected you?. You need to elaborate more on this. Get back to me again.
