In 12th my percentage is 71.80% can I apply for NCHM exam and ARTS student can also apply for exam

For being eligible for NCHMCT you must have completed your 10+2 or equivalent exam with English as one of your main subject. Since you have done that this, you are eligible for it and can apply for it.
The applications have started from 15th January and are open till 15th march.
Your stream in 12th standard does not matter as long as you have English in your compulsory subjects and you have passed in that.
